Stagnant means that something has stopped moving or growing, often because of a lack of fresh water or air. Water can become stagnant when it's left still for too long.
When we talk about stagnant situations, we usually mean that they're not changing or improving. For example, if an economy is stagnant, it's not creating new jobs or opportunities. If a relationship has been stagnant for years, it means the love and excitement have faded away.
