An object or surface that's permeable can let liquids or air pass through. Water might seep into the ground through a permeable soil.
Imagine walking on a sandy beach – your feet sink into the sand because it's quite permeable, allowing water to soak through easily. That's why you often see puddles forming on the surface of sand when it rains. On the other hand, if you walk on asphalt or concrete, it won't let water in as much because those materials aren't as permeable.
