Something is pending when it's waiting for something else to happen before it can move forward.

You hear "pending" all the time in situations like applying for a job or sending a package. If you submit your application, but the company hasn't made a decision yet, that job offer is pending. If you've bought something online and it still needs to be shipped out, that's a pending delivery.
