An object or place that's drained has lost its water, electricity, or other supply.
When we talk about something being drained, usually we mean it's run out of energy, like a battery draining quickly because it's been used too much. Imagine your phone's battery is completely empty and you can't use it anymore - that's what "drained" means in this sense. But it can also apply to water or air, for example if a pool has been drained, all the water has been taken out of it.
