To deem something means to consider or judge that it's true or correct.
When we use "deem" in everyday conversation, we usually mean thinking about something and deciding what it is. We might say, "I deem this project a success," which means we think it turned out well. But if someone deems you qualified for a job, they're judging that you have the skills needed to do it.
