An chaotic situation is one that's very confusing and hard to control. Imagine being stuck in a crowded airport during rush hour - it would be chaotic.

When people talk about a chaotic situation, they usually mean something that's out of hand or impossible to organize. A city in the middle of a major crisis, like a hurricane or a war, might be described as chaotic. But chaos can also happen on a smaller scale, like when you're trying to meet a tight deadline and everything seems to be going wrong - your computer crashes, you spill coffee on an important document... that would be chaotic too!
